The descriptions of the *USER and *PGM fields are stored in the interface file "_common.ttx", or are generated in the global "_data.ttx" file.
By default, this file is always inserted into reports, because it is incorporated into the file "template.rpt". As a result, *USER and *PGM fields are always available for placing in a report.
